There are rules to the culture of power.  Most white people are unaware that they are born into the privileges of the culture of power by knowing all the rules.  People not born into the culture of power, people of different races and backgrounds, will have negative experiences trying to achieve success.

In the eyes of white people it's hard to see racism when your controlling it, and have most of the POWER in your hands.They aren't suffering, they cant feel the harm or even the pain others face. Its hard to view racism from another person perspective when you aren't limited to opportunities, and fight constantly for what you want.

  2. The culture of power represents the domination of the middle class, mostly whites, so the curriculum and teaching styles fit them. The techniques educators use with non middle class whites are not teaching them the codes and rules of the "culture of power." There are rules in the culture of power that whites are born knowing or taught at a very young age even if they don't realize it. Minorities and people of color, aren't taught the rules. People of color are struggling to participate in the game only because they don't know the rules, inevitably leading them to failure.
